SCM Probity & Procurement Compliance Reviews
Independent Review of Procurement Processes, Transactions and Controls
Muzamani provides independent Supply Chain Management (SCM) probity and procurement compliance reviews to assess whether procurement processes, transactions and controls comply with applicable requirements and organisational policies.
Reviews can identify control weaknesses, procurement exceptions and potential irregular expenditure before they result in financial loss, audit findings, disputes or reputational damage.
What We Review
Our reviews can cover the procurement lifecycle, including:
- Demand management and specifications
- Procurement methods, thresholds and competitive bidding
- Quotations, tenders and bid processes
- Bid evaluation, adjudication and award decisions
- Delegations of authority and segregation of duties
- Deviations, extensions and contract variations
- Contract management and performance monitoring
- Payment against approved contracts and supporting documentation
- Supplier due diligence and conflict-of-interest declarations
Depending on the engagement, we also assess whether procurement controls are appropriately designed and operating as intended.
Compliance, Probity and Control Reviews
Muzamani can provide different types of SCM review:
.Procurement Compliance Review
Tests selected transactions against applicable legislation, Treasury requirements, SCM policies, delegations and other agreed criteria.
Procurement Control Assessment
Assesses whether SCM controls are appropriately designed and operating effectively.
SCM Probity Review
Examines a defined procurement process for fairness, transparency, adherence to approved procedures and appropriate governance.
Remediation and Follow-up Review
Assesses whether agreed corrective actions have been implemented and whether identified control weaknesses have been addressed.
What We Test Against
For South African public-sector engagements, review criteria may include:
- PFMA or MFMA requirements, as applicable
- PPPFA and applicable procurement regulations
- National Treasury requirements
- Municipal SCM Regulations, where applicable
- The organisation’s SCM policy, delegations and procedures
- Contract terms and other engagement-specific requirements
The applicable criteria are agreed during planning based on the entity, procurement process and scope of the engagement.
How We Conduct the Review
Our approach combines document review, interviews, control assessment, transaction testing and exception analysis.
We first establish the relevant procurement population and criteria. Testing may then use risk-based selection or, where appropriate, whole-population data analysis.
Depending on the engagement, testing may identify issues such as:
- Procurement processes that did not follow the required method
- Inadequate approvals or delegation
- Incomplete segregation of duties
- Undeclared conflicts of interest
- Order splitting or other unusual transaction patterns
- Unsupported deviations or contract variations
- Payments that do not agree with approved procurement or contract documentation
Exceptions are validated with management and reported with the applicable criteria, risk and impact, recommendation and management response.
Irregular Expenditure and Governance Reporting
Where applicable, procurement exceptions that may constitute irregular expenditure are identified, documented and quantified for management’s consideration in accordance with the relevant framework.
Reports can be provided to management, the Audit Committee or other appropriate governance structures, depending on the engagemen
Where testing identifies indicators of suspected fraud or corruption, the matter is documented and referred to the appropriate client governance structure for further investigation. SCM reviews do not constitute forensic investigations or legal opinions.
Independence and Objectivity
Muzamani screens for conflicts of interest before accepting an engagement.:
We do not independently review procurement processes or remediation that we designed or managed for the same organisation where this would create an unacceptable self-review threat. Muzamani does not serve on bid committees for an entity whose procurement processes it is engaged to review.
The scope, criteria, responsibilities and reporting arrangements are agreed before the review begins.
Deliverables
Depending on the engagement, deliverables may include:
- Procurement compliance assessment
- Transaction testing results
- Exception schedule
- SCM control assessment
- Probity review report
- Irregular-expenditure observations, where applicable
- Recommendations and management action plan
- Audit Committee or governance reporting
- Follow-up assessment
